Application Conditions for High-Tech Enterprises

1. A resident enterprise registered and established for more than one year, excluding sole proprietorships and partnerships.

2. The enterprise has obtained ownership of intellectual property rights that play a core supporting role in the technology of its main products (services) through independent research and development, transfer, donation, merger and acquisition, etc.

3. The technology that plays a core supporting role for the enterprise's main products (services) falls within the scope defined by the "National Key Supported High-Tech Fields."

4. The proportion of scientific and technological personnel engaged in R&D and related technological innovation activities in the enterprise accounts for no less than 10% of the total number of employees in the current year.

5. The proportion of the total R&D expenses in the total sales revenue for the enterprise's recent three fiscal years (calculated based on the actual operating period if less than three years) must meet the following requirements:

For enterprises with sales revenue of less than RMB 50 million (inclusive) in the most recent year, the proportion shall be no less than 5%;

For enterprises with sales revenue between RMB 50 million and RMB 200 million (inclusive) in the most recent year, the proportion shall be no less than 4%;

For enterprises with sales revenue exceeding RMB 200 million in the most recent year, the proportion shall be no less than 3%;

Among these, the proportion of R&D expenses incurred within China to the total R&D expenses shall be no less than 60%.

6. The proportion of revenue from high-tech products (services) to the enterprise's total revenue in the same period for the most recent year shall be no less than 60%.

7. The enterprise's innovation capability evaluation score should be above 70 points (excluding 70 points).

8. The enterprise has not experienced any major safety incidents, major quality accidents, or serious environmental violations within one year prior to applying for certification.
