Snap lines or apply mortar directly. Mix the mortar according to the water-cement ratio for non-sparking cement mortar. Apply the mortar (ensuring a strong bond between the concrete surface and the mortar surface). Adjust the water-cement ratio based on the construction site for convenience or to reduce water usage. Lay the cement mortar surface, then use a trowel to level it. Afterwards, use an iron trowel for the first, second, and third smoothing.
