For "full grid feed-in" projects and distributed photovoltaic projects with an installed capacity exceeding 8 kW under the "self-consumption with surplus electricity fed into the grid" category, comprehensive analysis shall be conducted based on distribution network planning and grid load-bearing capacity assessment results. Prioritize local and low-voltage grid connections. Encourage distributed photovoltaic investment enterprises to carry out large-scale development of distributed photovoltaics through "whole-village contiguous" approaches, support the construction of distributed photovoltaic projects close to power loads, and adopt low-voltage local connection methods in areas with dense electricity consumption and strong grid infrastructure to achieve local power consumption. In principle, distributed photovoltaic projects with an installed capacity of 8 kW or less shall be connected at a voltage level of 220 volts; those with 8 to 400 kW shall be connected at 380 volts; those with 400 to 6000 kW shall be connected at 10 kV; and those exceeding 6000 kW that cannot be balanced locally may be connected at voltage levels above 10 kV. In areas where low-voltage connection is not feasible, conditions can be improved by aggregating and stepping up voltage to medium- or high-voltage distribution grids or by configuring independent energy storage in corresponding substations (transformer zones). Connection shall be arranged after the grid connection system assessment confirms compliance with grid safety requirements.
