Utility tunnels, also known as common ducts, are municipal public facilities built underground in cities for laying municipal utility pipelines, implementing unified planning, design, construction, and maintenance.

In developed countries, common ducts have existed for over a century, with systems becoming increasingly sophisticated and their scale tending to grow larger. As early as 1833, Paris began constructing underground common ducts to address the issue of laying underground pipelines and improve environmental quality. To date, Paris has built a relatively well-developed common duct network with a total length of approximately 100 kilometers. Subsequently, European cities such as London in the UK and Hamburg in Germany also built underground common ducts. In 1926, Japan began constructing underground common ducts, and by 1992, Japan had common ducts with a total length of about 310 kilometers, which continues to grow. In 1933, the former Soviet Union built underground common ducts in Moscow, Leningrad, Kyiv, and other places. In 1953, Spain constructed underground common ducts in Madrid. Other cities, such as Stockholm, Barcelona, New York, Toronto, Montreal, Lyon, and Oslo, also have well-developed underground common duct systems.
