Coal Mine Safety Certification, abbreviated as MA certification, is the short form for coal mine safety certification. In 2007, the National Economic and Trade Commission and the State Administration of Coal Mine Safety issued documents such as the "Interim Measures for the Safety Marking of Coal Mine Products," implementing a safety production certification system for equipment, instruments, meters, and other facilities used in underground coal mines. This effectively prevented substandard products from entering underground operations. Products listed in the coal mine safety certification catalog must undergo MA certification and obtain the certificate before they can be sold or used in the market.

Applicant units for the safety marking of mining products (hereinafter referred to as applicants) should submit their product safety marking applications to the National Center for Safety Marking of Mining Products (hereinafter referred to as the National Center) and provide the required application materials.

(I) Production units applying for safety markings must meet the following conditions:

1. Possess a business license issued by the administrative department for industry and commerce;

2. Have registered capital, production scale, business premises, and technical capabilities suitable for producing mining products;

3. Key management personnel should be familiar with coal mine safety regulations;

4. Have production equipment that ensures product quality compliance;

5. Possess inspection and testing methods that meet product safety performance requirements;

6. Employ advanced, reasonable, and reliable production processes;

7. Maintain a comprehensive and effective quality assurance system;

8. Have conditions for finished product production (assembly) and factory inspection;

9. Meet other relevant conditions.

(II) Products applying for safety markings must meet the following conditions:

1. Satisfy coal mine safety production requirements and comply with current national safety standards, industry safety standards, and the "Coal Mine Safety Regulations";

2. Have accurate and complete technical documentation;

3. For new products using new materials, technologies, or processes, there must be an appraisal or review opinion recognized by provincial or ministerial-level safety production supervision (inspection) agencies;

4. Meet other relevant conditions.

(III) Production units of mining products applying for safety markings should fill out the "Safety Marking Application Form" in duplicate as required and submit the following materials to the certification body:

1. A copy of the business license, stamped with the applicant unit's official seal;

2. Technical documents such as product production standards (technical conditions), product drawings, and process flowcharts;

3. Product photographs;

4. Other relevant materials.
